Former Corvus managing director to lead regional execution of global cyber strategy, based in Germany

Liberty Specialty Markets has appointed Oliver Delvos as head of cyber and tech E&O for Europe, effective 1 December 2025.
Based in Germany, Delvos will report to Pierre-Edouard Fraigneau, president and chief underwriting officer for Europe, and work closely with Liberty’s global cyber office.
He succeeds Jelmer Andela, who has been promoted to global commercial director for cyber at Liberty Mutual.
Delvos (pictured) will oversee the European execution of Liberty’s global cyber strategy, collaborating with regional management and local underwriting teams to expand the company’s cyber portfolio.
Liberty said the appointment reflects its Invest in Europe 2030 strategy and its commitment to strengthening support for brokers and clients across the region.
The hire follows the launch of Liberty’s flagship global cyber products, Liberty Cyber Resolution and Liberty Tech Resolution.
Delvos has more than 15 years’ experience in the international insurance market.
He joins from Corvus Insurance, where he was managing director for international and European operations. He holds degrees in law and economics.
Fraigneau said Delvos’ experience across international markets would help drive Liberty’s ambitions.
“Oliver’s extensive skills and experience in international markets will be invaluable as we look to continue the growth of Liberty’s cyber offerings,” he said.
“His track record for successfully developing, driving and growing cyber portfolios across continental Europe will support our plans going into 2030,” Fraigneau added.
