Sean McGovern becomes deputy chair alongside Fiona Luck and Vicky Carter

Lloyd’s has announced a series of updates to the membership of the Council of Lloyd’s.
Fiona Luck, who joined the council in 2018, has been appointed senior independent director, subject to regulatory approval.
She will also serve as deputy chair, following the departure of Lord Mark Sedwill on 30 November 2025.
Sean McGovern, chairman of the Lloyd’s Market Association, who joined the council in 2023, has replaced Andrew Brooks as deputy chair with effect from 1 February 2026.
He joins Luck and Vicky Carter, Guy Carpenter’s chairman of international capital solutions, who has served as deputy chair since 2021.
Sir Charles Roxburgh, chair of Lloyd’s, said: “I am delighted that Fiona has taken on additional council responsibilities as our senior independent director and to confirm both Fiona and Sean as our new deputy chairs.
“Their combined experience and deep understanding of the Lloyd’s market will continue to strengthen the Council and guide our strategic priorities in the period ahead,” he added.
