Shields Miller will combine the firms’ reinsurance broking capabilities under a unified brand as Miller expands its treaty offering and presence across the MENA region
Miller has completed its acquisition of Dubai-based reinsurance broker Shields following receipt of the necessary regulatory approvals.

The transaction closed on 31 July, with Shields and Miller’s capabilities set to be combined under a new unified brand, Shields Miller.
Shields Miller will form part of the Miller Group and provide facultative and treaty reinsurance services across specialty classes in the Middle East, North Africa and other international markets.
Founded in 2017, Shields works with a diversified client base of insurers, reinsurers and takaful companies.
The acquisition strengthens Miller’s reinsurance offering and expands its presence across the MENA region, while establishing a strategic placement hub in Dubai.
It follows Miller’s acquisition of AHJ Holdings in 2025, which expanded the broker’s international reinsurance operations.
James Hands, CEO of Miller, said: “We are pleased to have completed the acquisition of Shields, marking an important step in strengthening Miller’s presence across the MENA region.
“Building on last year’s acquisition of AHJ, this partnership enhances our treaty reinsurance capabilities and establishes a strategic placement hub in Dubai.
“I very much look forward to working with Ahmed and the team as we deepen our offering across the region.”
Ahmed Rajab, CEO and founder of Shields, said joining Miller would give the business access to greater scale, expertise and international reach.
“From the outset, it was clear that Miller shares our long-term vision, and with access to its scale, expertise and global reach, we are now ideally positioned to accelerate our growth,” he said.
“As part of Miller, we look forward to enhancing our capabilities, delivering broader solutions to clients, and continuing to strengthen Dubai’s position as a premier reinsurance hub,” Rajab added.
